Using Resource Files to Internationalize Applications

As a company developing enterprise applications in Canada, we are almost always required to write software that functions in at least two languages, English and French.  With this experience, our developers have become quite knowledgeable (and opinionated) about the best ways to architect and build multi-lingual applications.
